If you drove Howard Avenue in February and drive it again this week, the block reads differently. A room that sat dark after a retirement closure is open again by 7 a.m. Two streets south, a building that housed a Cajun restaurant for years has permits pulled and a fryer on order. A casino property that has spent a decade adding rooms and machines just cut a ribbon on a steakhouse.
None of this is a headline on its own. Together it is a pattern worth noticing before the fall calendar lands on top of it: Biloxi's late-summer story is not the beach, and it is not the Coliseum. It is downtown, where the walkable food core lost during the last few years is being stitched back one lease at a time.
The Howard Avenue Reset
The most visible change sits at 1039 Howard Avenue. Burger Burger, which fed the Coast for decades, closed in 2025 after its owner retired. The building did not sit empty long. Ole Biloxi Cafe opened at the former Burger Burger location, with the beloved burger joint having closed in 2025 after the owner retired. The Howard Avenue location is open 7 a.m to 3 p.m., Monday through Sunday.
That is a breakfast-and-lunch footprint, not a dinner one, and it matters for how the block behaves. The Redwines opened Pope Country Cafe, their first location in Panola County, in 2014, and a second location, Biloxi Country Cafe, opened on Lemoyne Boulevard in Biloxi in 2023. The Howard Avenue room is their third. A morning crowd on Howard is what downtown has been missing since the pandemic thinned it out. Greenhouse Biloxi handles the coffee-and-pastry end of the same block. Ole Biloxi Cafe now handles the plate-of-eggs end.
What Is Going Into the Old Parrain's
Two blocks north, the more interesting move is still under construction. Lil' Market Deli and Bagelry in Ocean Springs is opening a sister location in Biloxi, at 179 Reynoir St., the former location of Parrain's Cajun restaurant, and the construction permit is pulled and work is under way, according to owner Oren Zweig.
Timing matters here. They are shooting to open in early fall, possibly in time for Cruisin' The Coast the first week of October. That is a deliberate opening window. The first week of October is the highest-foot-traffic week downtown gets all year, and a grab-and-go bagel shop on Reynoir is positioned to catch classic-car spillover from Point Cadet without depending on it after the cars leave.
"I owned the building for a long time," Zweig told the Sun Herald, and when the former tenant moved out, he decided to move in.
The Ocean Springs original is tiny. The Biloxi build-out gives him room to change what the menu is. Like the Ocean Springs Lil' Market, the Biloxi location will have outdoor seating, but lots more room inside and a bigger kitchen, so he will have a fryer and be able to serve French fries with his sandwiches, still grab-and-go rather than table service, with bagels still hand-made. He believes others will also want kabobs and falafel, pita sandwiches, shawarma and other Middle Eastern specialties.
The reason a resident should care: Reynoir Street between Howard and the water has been a dead block for lunch. A bagel and shawarma counter at the old Parrain's changes the answer to "where do we eat that isn't a casino buffet or a drive to Ocean Springs."
The Casino Side Isn't Standing Still
The beach corridor is doing its own version of this. Harrah's Gulf Coast opened a new restaurant, Coast Chophouse, marking the latest expansion at the Biloxi casino property, with Mayor FoFo Gilich and other local leaders attending the ribbon-cutting. The date on the ribbon-cutting was March 12, 2026, per WLOX's coverage.
"We've got USDA Prime steaks, we've got local Gulf seafood, and probably the best bourbon list I have seen anywhere, and all with a great view of the coast," General Manager Jonathan Jones said.
The chophouse concept is not new to Biloxi. What is new is the pacing. Three separate operators, casino and independent, opened distinct rooms inside a six-month window in the same city. That does not happen in a slow market.
August at Keesler Federal Park
While the restaurants build out, the Shuckers close their homestand runway. Biloxi's Double-A club at 145 Caillavet Street is in the middle of a stretch of Southern League games at Keesler Federal Park, with the Pensacola Blue Wahoos and Montgomery Biscuits both drawing multiple series in August, per the americanarenas.com Biloxi August calendar. Tickets on the resale market have been landing in the $12 to $20 range for most seats, which is roughly the price of a fast-food meal for two.
For a resident, the practical read is this: August is the last month of the season when the ballpark is a walk-up option. September gets thin, October is over. If you have been meaning to take an out-of-town guest to a game without buying a plane ticket to Atlanta, this is the window.
The Coliseum runs its own overlapping schedule. Bone Thugs-N-Harmony is at Beau Rivage Theatre on Fri 07 Aug 2026, and Lil Wayne with 2 Chainz is at Mississippi Coast Coliseum on Fri 14 Aug 2026. Parking on Beach Boulevard those two Fridays will be what it always is on Coliseum nights. Plan accordingly.
The Fall Runway
The reason the summer openings matter is that the fall calendar is dense, and it hits downtown specifically. Every event below sits within a fifteen-minute drive of the new Howard and Reynoir rooms.

The anchor is the Seafood Festival. The 45th annual Biloxi Seafood Festival runs Sept. 12, 9 a.m.-9 p.m. at Biloxi Town Green, admission $5, kids 10 and under free. The Town Green is at 710 Beach Blvd. in Biloxi. This is the Biloxi Chamber of Commerce's biggest fundraiser of the year, and it has been on the Southeast Tourism Society's top-20 fall events list five separate times, per the Mississippi Gulf Coast National Heritage Area.
What is different about this year's version is what surrounds it. The Town Green sits about half a mile from Ole Biloxi Cafe and about a quarter mile from the future Lil' Market. A festival that used to be a self-contained day out is now a day out with a coffee stop before and a bagel stop after, without leaving downtown.
A Saturday You Could Not Have Built Six Months Ago
Put the pieces together and the practical case for staying downtown on a Saturday reads like this:
- 7:30 a.m.: Breakfast at Ole Biloxi Cafe on Howard Avenue, in the room that used to be Burger Burger.
- 10:00 a.m.: Walk to the Town Green for whatever the Chamber has staged that weekend, or in mid-September, the Seafood Festival itself.
- 1:00 p.m.: Once Lil' Market opens on Reynoir, lunch there. Until then, Greenhouse Biloxi covers the same corridor for a pastry-and-coffee stall.
- 5:00 p.m.: Shuckers game at Keesler Federal Park through August, then Coliseum or Beau Rivage Theatre programming from September on.
- 8:00 p.m.: Coast Chophouse at Harrah's if you are dressing up, or one of the Howard Avenue bars if you are not.
None of the individual stops are new to Biloxi. The Saturday shape is. Six months ago, the middle two slots did not have a good answer that kept you on foot.
What This Actually Signals
For a resident who has watched downtown Biloxi's food map thin out and thicken back up more than once since Katrina, the honest read on 2026 is not "boom." It is that the openings are clustering geographically in a way they were not last year. Howard Avenue, Reynoir Street, and the Town Green are being treated as one walkable unit by three different operators who did not coordinate with each other.
The rest of the Coast is getting the same treatment. The Mississippi Coast is booming with new restaurants, including the Downtown by Robert St. John in Gulfport and Lil' Market coming to Biloxi, per NOLA.com's June 2026 roundup. Gulfport got its Robert St. John room. Biloxi is getting two independents and a casino steakhouse in the same window. Different bets on the same thesis.
The fall calendar will test that thesis in front of a crowd. Whether Lil' Market opens in time for Cruisin' or misses by a week, whether the Seafood Festival crowd walks the two blocks north to Howard Avenue instead of driving straight back to the interstate, whether the Shuckers' September homestand pulls anyone off the beach strip. Those are the numbers to watch in October, not the ones on the portals.
